Until C6 it's very hard to obtain soul crystal lvl 11 for solo players even a cp it's basically impossible. In tows it's easier to find soul crystal lvl 13 for sale then lvl 11, my suggestion would be add chance to lvl soul crystal to lvl 11 in rift or even very strong's mobs like kariks or TOI...
